Intro

The Department of Local Government, Industry Regulation and Safety (LGIRS) is conducting a statutory review of the Cat Act 2011 (the Act) and is calling on local governments, animal welfare organisations and members of the public to have their say.

Key provisions of the Act include identification, registration, sterilisation and approval to breed requirements, as well as enforcement powers for local governments.

The Cat Act was last reviewed in 2019. The report for that review can be found on the WA Parliament website.
Following the previous review, the State Government is progressing proposed legislative changes to enable local governments to make cat containment local laws.

This review will build on the feedback gathered in 2019 and will seek to identify further opportunities for improvement.

LGIRS encourages interested stakeholders to complete the online submission form or make a written submission   by 5pm Monday, 31 August 2026.
